Get your hands on a wiring diagram and see what circuit those are all on. Then narrow it down. It’s probably a rubbed through wire insulation where there’s been vibration, or body damage, or something like that where a hot wire is grounding out. There’s a great tool/kit for that from KD tools. It’s part number 2524 “Short Circuit Detector” Realfixesrealfast has a video on it. From there, there’s a link to buy the tool too.
Hey Brian, My 97 avenger is having an issue that blows the instrument panel, shifter, and nighttime rear running lights that are all on one 15A fuse, I am pretty lost, should I focus on just those parts or should I also check the stereo, headlights etc.. As those other parts are working fine?

Using a test light in place of the fuse saves money and makes diagnostics easier when wiggle testing or unplugging connectors.

hint for troubleshooting- make a fuse test light to save on fuses during testing. Get one of the blown fuses and solder wires from them to a headlamp or other higher drawing light, and plug it into the fuse socket.
If the short is present, the lamp will light brightly, and if you locate and remove the short, it should go dim. With a long enough wire to the light, you can place it near wherever you’re looking and get visual feedback as you jiggle the harness or unplug the various suspects.
